Pretty in pan, chalky on skin

The color in the pan is gorgeous, and having multiple hues (blush, bronzer, illuminator) seemed like it should leave a dimensional natural glow on the skin. Unfortunately once applied, it looked chalky, dry, and flat. I tried it over after moisturizer, after primer, then after applying both.
