My daughter is 15 1/2 I can't order her a kid size

Way too big, my daughter is almost 16. I can't order her a kid size. This is the smallest option for her and the size 0 she is swimming in. We can't try them on because it's a uniform and we have no other options but to have them altered and that cost more then the skirt itself. She can typically a womans small.

I found the material to be very uncomfortable to the touch. The design itself was poorly constructed
