The strap behind the neck is fixed. I thought it might be a tie. That said, i'm 5'11 and the dress does not sit where it should. It sits super high on my chest. Returning. I may have altered it, but the pockets make the hips look large too. Cute pattern however.
Odd dress. The pattern was wild but interesting. The fit was just off.
