Bottoms run large not true to size

I ordered a large since I need that size on bottom, normally wear size 10. The shorts are cute but much too loose, the waistband has almost no elasticity. So I'll wear them casually but not for working out. Not available at Macy's so I went to the company, OOSC for a size medium and they fit perfectly. Strange, runs small on the sport bra top, but very large on the bottoms.
