Terrible fit I am not happy with this top at all

I saw this top online from Macys and it was the perfect color that I’ve been looking for for a couple of years. When I received it, I was very disappointed. It was tight on the top and very baggy on the bottom. I am a small framed person and it looks ridiculous. It did not have any tags on it so I don’t know how I can return it because I would like to that’s not the size top I wanted. I wanted to wear it over a pair of crop pants and it looks absolutely ridiculous.
